The city, or a licensed plumber under permit of the city, shall tap the water main for connections and extend all service pipes to the curbing where a stop box will be placed over a stop cock, all of which shall be under the exclusive control of the city. No person shall be allowed to turn the water on or off at this stop cock, except the Director of Public Works, or other officer designated by the City Manager.
