§ 90.024 LICENSING; CERTIFICATE OR RABIES VACCINATION REQUIRED; LICENSE TAX; COLLAR OR HARNESS REQUIRED; LICENSE TAG REQUIRED.
   (A)   Any person who shall own, keep or harbor a dog over the age of six months within the city shall, within 30 days after acquisition of the dog, acquire a license for each dog or cat, or on or before January 1, whichever is earlier, and annually on or before January 1 of each year thereafter. It shall be the duty of the City Clerk to administer the issuance of dog licenses and to issue license certificates and license tags, as herein provided. In applying for a dog license, the owner of the dog shall state, in writing, upon printed forms provided for the purpose of the application, his or her own name and address and telephone number, together with the name, breed, color and sex of the dog to be licensed.
   (B)   At the time of making the application, the owner of the dog shall also present to the City Clerk a certificate proving that the dog to be licensed has been vaccinated against rabies in accordance with the provisions of Neb. RS 71-4401 through 71-4412, as amended or superseded. Application having been made and a certificate having been presented, as hereinabove provided, the City Clerk shall issue to the owner a license certificate and a metallic tag for each dog licensed, upon the payment of the owner of a license tax for each dog. The tax shall be considered to be delinquent from and after January 10 of each year.
   (C)   License fee.
      (1)   Licenses shall be issued by the City Clerk upon payment of an annual license fee in the amount of $10, including the $1.25 fee required under Neb. RS 54-603(3). The license shall not be transferable and no refund will be allowed in case of death, sale, or other disposition of the licensed dog.
      (2)   The city shall retain $0.03 of the $1.25 collected on behalf of the State of Nebraska and credit the $0.03 to the general fund of the city. The balance of $1.22 shall be sent to the State Treasurer for credit to the Commercial Dog and Cat Operator Inspection Program Cash Fund.
   (C)   The issuance of the license certificate and metallic tag, as hereinabove provided, shall entitle the owner to keep or harbor the dog within the jurisdiction of the city until April 30 following the issuance. The license certificate shall not be transferable and no refund will be allowed in the case of death, sale or other disposition of the licensed dog.
   (D)   All dogs within the jurisdiction of the city shall wear a collar or harness and the metallic license tags, issued as hereinabove provided, shall be attached to such collar or harness at all times. In the event that a metallic license tag is lost, and upon satisfactory evidence that the original license tag was issued in accordance with the provisions herein, the City Clerk shall issue a duplicate or new metallic license tag, which shall be valid for the balance of the year for which license lax has been paid, for which he or she may issue a new or duplicate tag.
   (E)   All money collected in payment of the license tax and other fees provided for herein shall be immediately credited to the general fund. The cost of the tattoo or microchip shall be paid by the owner.
