(A) The owner or keeper of every dog shall be responsible for the removal of any excreta deposited on public walks, recreation area or private property by his or her dog, or deposited as a result of the owner's cleaning of a dog cage, pen or other dog facility.
(B) The owner or keeper of every dog shall be responsible for the removal of any trash or garbage that is scattered or removed from its rightful place by his or her dog.
