It shall be and hereby is determined unlawful for any person in any part of the city to make, or cause to be made, loud or disturbing noises with any mechanical device that converts a power producing engine into a power-absorbing air compressor which is commonly used for the purpose of assisting braking on any semi-tractor. Proper notice shall be posted at city limits, including highways under its jurisdiction, by the city notifying the public of such prohibition.
