Any person wishing to discharge high explosives within the municipality must secure a permit from the Governing Body and shall discharge the explosives in conformance with its direction and under its supervision, and in no case shall any person perform blasting operations unless operating under the direct supervision of a person in possession of a valid user's permit issued by the Nebraska State Patrol.
