§ 71.13 TIME LIMIT; AUTHORITY AND MAXIMUM.
   (A)   The Governing Body may, by resolution, entirely prohibit, or fix a time limit for, the parking and stopping of vehicles on any street, streets, or district designated by the resolution, and the parking, or stopping, of any vehicle in any such street, streets, or district for a period of time longer than fixed in the resolution shall constitute a violation of this chapter.

   (B)   (1)   It shall be unlawful to park a motor vehicle on a public street in the residential area for over 72 consecutive hours; or in a controlled public parking area for more than 24 consecutive hours, provided that the parking of such vehicles, trailers, implement, or equipment shall not conflict with the provisions of any other section of this code.
      (2)   It shall be unlawful for any person to park or leave standing on a public street in a residential area of the city any mobile home, travel trailer, pontoon, pontoon trailer, boat, boat trailer, utility trailer, pickup camper, horse trailer, or any farm or construction machinery of any kind upon the public streets in the residential area of the city, except for the purposes of loading or unloading, and then only for the length of time necessary to load or unload the vehicle, trailer or machinery; provided, however, the enforcement of this section shall be suspended during the period from April 1 to September 30 of each year if the vehicle, trailer or machinery is not parked for over 72 consecutive hours and does not violate any other provision of the traffic regulations of the city and does not create a traffic hazard due to its size or obstruct the view of motorists or pedestrians.
