No person shall throw, cast, lay, or place upon any street any thorns, nails, tacks, glass, bottles, window glass, or other articles made of or containing glass, and in case of an accident causing the breaking of any glass upon any street, the owner or person in charge of the glass, or the person responsible for the breakage, shall at once remove, or cause the same to be removed, from the street.
