The city dump shall be open only to the dumping of tree limbs, grass clippings, leaves and branches by residents of the city or personnel approved by the Mayor and/or City Clerk. Persons dumping anything else, including, but not limited to trash, refuse, garbage, animal matter or putrescible, hazardous waste, major appliances or construction debris, therein will be prosecuted under the laws of the State of Nebraska for littering.
