(A) The owner of record according to the records of the Sherman County Assessor, shall be responsible for the payment of utility and other bills when service is provided to the property. The city shall only provide service to the property owner(s) of record.
(B) As the owner(s) of the property to which service is provided, the individual(s), corporation(s), or estate(s) shall be responsible for all debts due to the city for utility service(s) supplied to the property.
