(A) The Governing Body shall appoint a Pool and Parks Committee consisting of at least five individuals, two of which will be members of the City Council and the remaining three shall be volunteers appointed at the recommendation of the Mayor. Each Committee member shall serve for one year unless reappointed.
(B) The Committee shall meet in during the month of December each year in order to appoint a Chairperson and a Secretary. They will then meet at times called by the Chairperson as necessary throughout the year. It shall be the duty of the Secretary to keep the full and correct minutes and records of all meetings and to file the same with the City Clerk where they shall be available for public inspection at any reasonable time.
(C) The Committee shall be in charge of making recommendations to the City Council regarding the upkeep, rules and regulations, management, use and operation of all city-owned parks, recreation areas and the municipal pool. The Committee shall also be responsible for interviewing and recommending the hiring of pool staff to the city. Due to the Committee being an advisory body, it does not need to hold open meetings unless a quorum of the City Council is present or the City Council votes to have the Committee make a decision on its behalf.
(D) All recommendations from the Committee shall be made to the City Clerk in writing to be provided no later than the Wednesday immediately before the monthly City Council Meeting. The City Council must take action on any recommendation before it is a valid action, except for the hiring and firing of staff which shall be decided by the Mayor.
