The Metro Council hereby authorizes the creation of a street banner program to enhance the appearance of Louisville Metro and provide civic information. Such a program shall be administered by the departments of Public Works, Metro Development Authority and the Downtown Development Corporation. These agencies shall develop appropriate regulations and policies to govern the program, to meet the distinctive needs of the neighborhoods, commercial and downtown business areas in which the banners will be placed.
