(A) No person shall ride upon any type of skateboard in any publicly-owned parking lot or parking structure.
(B) No person shall ride upon any type of skateboard where expressly prohibited, including but not limited to any area of Waterfront Park which has been designated and posted by the Waterfront Development Corporation as a skateboard-prohibited area.
(C) The prohibition in subsection (A) shall not apply to such activities undertaken during a special event or festival for which an Event Permit has been obtained from the Metro Government.
