The Assistant Director of PARC is authorized to issue a permit for parking meter hoods to be used to cover parking meters temporarily as an aid to carrying on actual construction or maintenance work, civic functions, traffic control, or vending of wares pursuant to valid permit issued by authority of § 115.350. No person, firm or corporation shall be issued a permit for more than two parking meter hoods on any block as an aid to vending activity. In the event a properly permitted, hooded parking meter is occupied by an unauthorized vehicle, or otherwise inaccessible to the authorized permittee, the permittee may park at any alternative, non-hooded meter for the duration of the permit, § 72.083(C) notwithstanding.
