There is hereby established an Energy Project Assessment District (“EPAD”) program pursuant to KRS 65.205 - 65.209 to advance the conservation and efficient use of energy and water resources within Louisville/Jefferson County Metro Government (“Louisville Metro Government”) by allowing for energy projects to be financed through voluntary special assessments imposed upon the real property being improved through the energy project. Louisville Metro Governmentintends to use said assessments to support private sector energy projects.
