(A) There is hereby established the Cabinet for Finance and Administration.
(B) (1) The existing functions, personnel, funds, including capital funds and agencies receipts, equipment, facilities and records of the following departments, agencies, and divisions of the former City of Louisville and Jefferson County governments, unless otherwise specified herein, are to be continued under the Cabinet for Finance and Administration.
Jefferson County Department of Finance and Administration, including the Divisions of Finance and Information Services, and all Debt Service accounts
Jefferson County Insurance and Reserve Funds
City of Louisville Finance and Budget Department, including all Debt Service Accounts
Louisville and Jefferson County Purchasing Department
Jefferson County Department of Human Resources
City of Louisville Department of Human Resources
City of Louisville Civil Service Department
County Employees Retirement System accounts
City of Louisville Information Technology and Communications Department
Jefferson County Archives
City of Louisville Office of Strategic Planning
Louisville and Jefferson County Revenue Commission
City of Louisville Mail Room and Printing
City of Louisville Civil Service Board
Jefferson County Merit Board
Jefferson County Police Merit Board
Jefferson County Sheriff's Office Merit Board
Louisville and Jefferson County Human Relations Commission
(2) In addition to the above, the following boards, agencies and commissions shall be included for administrative purposes within the Cabinet for Finance and Administration:

(C) The duties, responsibilities and authorities granted to the above designated departments and enumerated in applicable provisions of the Kentucky Revised Statutes, ordinances and resolutions in place pursuant to KRS 67C.115(1), regulations, policies and procedures adopted by any of the above shall be deemed continued under the Finance and Administration Cabinet unless otherwise provided herein.
(D) (1) Pursuant to KRS 67C.119, there is hereby created an Affirmative Action Office. Metro Government shall have an affirmative action plan that complies with all federal guidelines and requirements relevant to local governments and the requirements of KRS 67C.119(5).
(2) The Affirmative Action Office shall aid the Mayor in preparing the affirmative action plan, and shall be responsible for the day-to-day operation and implementation of the affirmative action plan.
(E) The Secretary of the Finance and Administration Cabinet is directed to transfer the existing personnel in funded personnel positions, funds, including capital funds and agencies receipts, equipment, facilities and records of the City of Louisville Law Department to the Jefferson County Attorney's Office.
(F) The Secretary of the Finance and Administration Cabinet shall provide the Metro Council's Contracts and Appointments Committee and Appropriation Committee with a detailed monthly report of all professional service contracts entered into and/or maintained by the Metro Government in the previous month that were in an amount equal to or greater than $5,000, all competitively bid contracts entered into and/or maintained by the Metro Government in the previous month that were in an amount equal to or greater than $80,000, and all noncompetitively bid contracts entered into and/or maintained by the Metro Government in the previous month that were in an amount equal to or greater than $80,000, and if requested by the Chair or Vice Chair of the Contracts/Appointments Committee shall present such report at a Contracts/Appointments Committee meeting.
(G) The detailed monthly report shall contain the following information: the name of the Contractor, the name of the agency or department requesting the contract, the dollar amount of the contract, the duration/term of the contract, whether a new or renewal contract, total amount unspent under the contract, total expenditures under the contract, and a detailed description of the scope of services of the contract.
