Nothing herein shall be construed as limiting the power or authority of Metro Government from entering into agreements with representatives of other governmental units, agencies, or joint agencies, services, programs, boards or districts. It is the declared intent of the Metro Council to extend the coverage of this subchapter to all such agencies, joint agencies, services, programs, boards or districts.
