§ 32.991 PURPOSE AND DUTIES.
   (A)   The Bridge Commission shall present to the Metro Council by August 1, 2006 a plan of action to build and maintain a highway clear-span bridge across the Ohio River at a site to be recommended by the Commission. The bridge shall be an integral part of a system of limited access, divided highways connecting the Gene Snyder Freeway, Kentucky 841 and I-265, with Interstate 64, at or near Lanesville, Indiana. Such plan of action shall make recommendations to the Metro Council on the appropriate legislative and financial policies as are necessary for the swift and economical undertaking of such a project by the Bridge Commission along with necessary ancillary road projects.
   (B)   An Interstate Bridge Advisory Committee is created, consisting of the members of the Bridge Commission, and such other members as they shall appoint, provided at least half of the appointees are residents of Harrison County, Indiana, to assist the Bridge Commission in the preparation of material, solicitation of information and holding of public hearings. The Committee shall elect a Chair and Secretary and meet at least four times per calendar year. With that agency's agreement, the Bridge Commission and Interstate Advisory Committee shall regularly deposit reports, transcripts and other exhibits for public inspection with the Jefferson County Clerk.
   (C)   The Bridge Commission may accept donations and grants of money to assist its purposes, from the Metro Government and other state, local, and federal government entities as well as from private sources. Such acceptance shall not in any way constitute a waiver of the provisions of KRS 181.867 or in any way, pledge the credit of the Metro Government of any subsidiary thereof, nor make the Metro Government or any subsidiary thereof liable to pay any debt, bond or other obligations of the Bridge Commission.
