No amendment made hereunder shall be retroactive. The pensions of all members who retired prior to July 1, 1984, shall be calculated in accordance with this subchapter as it existed prior to this amendment. Provided, however, this subchapter may be amended prospectively to increase the benefits of one or more retired members, including members who retired prior to said amendment, and/or the dependents of said members, providing that said increase is made effective on a date not earlier than the effective date of the amendment.
