(A) The Commission shall consist of five members appointed by the Mayor with the approval of the Metro Council for terms of two years, except that of the members first appointed, three shall be appointed for one-year terms, two for two-year terms. The members shall consist of one real estate agent or appraiser, one representative of local lending institutions who is knowledgeable in the financing of residential property, and three representatives from Jefferson County neighborhoods. Neighborhood representatives shall be chosen from different geographical areas.
(B) Vacancies shall be filled by the Mayor for the unexpired portion of the term.
(C) Each member shall be at least 21 years of age and shall be a resident of Jefferson County. No officer or employee of the Metro Government whose duties include enforcement of Metro Government housing, building, plumbing, fire, or related codes shall be appointed to the Commission.
(D) A member of the Commission may be removed by the Mayor for cause, after a hearing by the Mayor, and after at least ten days notice in writing has been given to the member. Such notice shall set forth the charges preferred against the person. At the hearing the member may be represented by counsel.
(E) A member of the Vacant Property Review Commission shall be immediately removed from the Commission if the member has missed three consecutive regular meetings of the Commission, without sufficient excuse accepted by the whole Commission.
(F) The Mayor shall designate one of the members of the Commission to be Chairman and one to be Vice-Chairman. The Commission shall submit an annual report of its activities to the Mayor.
(G) Members shall serve without compensation but shall be reimbursed for expenses necessarily incurred in the performance of their duties.
