(A) There is established a Vacant Property Review Commission (“Commission”) which shall operate under the auspices of Develop Louisville, Office of Vacant and Public Property Administration.
(B) The Commission may adopt by-laws and such other rules and regulations as may be necessary to its operations, subject to approval by Develop Louisville, Office of Vacant and Public Property Administration. The Commission shall conduct regular or special meetings as it deems necessary and shall keep minutes and records of all proceedings, including the number of votes for and against each question and the record of the vote of each member. A simple majority of the total membership of the Commission shall constitute a quorum for the transaction of business.
(C) The Commission shall have the power to exercise the authorities set forth in § 38.09 related to abandoned urban property.
