(A) This subchapter is enacted pursuant to authority delegated to legislative bodies of cities of the first class under KRS 83.520 which declares the provisions of KRS Ch. 96 to be permissive as relating to such cities.
(B) Therefore, this subchapter shall become effective notwithstanding any contrary provisions of KRS 96.240 and 96.250, but shall not affect the application of the remaining provisions thereof.
