§ 115.096 SUSPENSION OR REVOCATION OF LICENSE.
   (A)   No driver's license, horse-drawn carriage license or carriage inspection sticker issued under this subchapter shall be suspended or revoked, unless the holder of the license is first afforded an opportunity for a hearing before the IPL Director, or designee, except in the case of an emergency, defined as "a condition or situation posing an immediate threat to public health, safety or property, or to the health or safety of a horse".
   (B)   Any person against whom such action is taken shall be notified in writing of the reasons of the action; and may request in writing, not more than five days after notice, a hearing, at which the party may be represented by counsel, and may call witnesses in their behalf.
