The plain notch cut into the beveled edge on top of the range stone at the east side of the southeast corner of the east wing of the City Hall, is hereby established as the benchmark of the City, and all grades heretofore established, or hereafter established, shall have reference to a datum plane 102 feet below the aforesaid benchmark.
