(a) Fees to cover costs associated with implementation of a VSMP related to land disturbing activities and issuance of VSMP General Permit coverage and VSMP Authority Permits shall be specified in the Loudoun County VSMP Permit Fee Schedule as established by the Board of Supervisors. Such fee schedule shall be set forth in Appendix A of this chapter.
(b) All incomplete payments will be deemed as nonpayment. The VSMP Authority shall provide notification to the applicant of any incomplete payments. Interest may be charged for late payments at the underpayment rate set forth in § 58.1-15 of the Code of Virginia and is calculated on a monthly basis at the applicable periodic rate. A 10% late payment fee shall be charged to any delinquent (over 90 days past due) account. The VSMP Authority is entitled to all remedies available under the Code of Virginia in collecting any past due amount.
(c) Notwithstanding the provisions of this chapter, the Loudoun County Government, Loudoun County Public Schools, the incorporated Towns within Loudoun County, Loudoun County Sanitation Authority, and the Fire and Rescue Companies serving Loudoun County shall be exempt from fees collected pursuant to this chapter.
