1254.02 REVIEW REQUIRED PRIOR TO DEVELOPMENT.
   Prior to issuance of any zoning permit for any construction or development in any Conservation District, a review of the development proposal shall be held as follows:
   (a)    The applicant shall submit five copies of a written statement and/or development plan to the Zoning Inspector which adequately explains and shows the extent and type of development proposed.
   (b)    The Zoning Inspector shall, within five days, notify the Village Council and set a review meeting date within thirty days of submittal of required information by the applicant.
   (c)    The Zoning Inspector shall also notify the Regional Planning Commission, the Village Planning Commission, the District Soil Conservationist, and other necessary parties, of such proposal and of the review meeting and submit with such notice a copy of the written statement and/or development
plan and such other information as is necessary and request a review and comment on such proposal in writing or in person at such review meeting.
   (d)    The proposal at such meeting shall be discussed in terms of conservation controls needed in such development proposals to protect and/or preserve the particular characteristics of the land area in questions and to protect the public health, safety, and welfare.
