1064.05 GRIEVANCE AND APPEALS.
   (a)    Any user aggrieved by a decision of the Codes Enforcement Officer may file a written appeal of that decision with the Planning Commission. The appeal shall state the basis of the user's complaint and the decision of the Codes Enforcement Officer.
   (b)    The Planning Commission shall investigate the complaint and issue a written decision. Such decision shall include:
      (1)    Name, address, and location of the premises of the user;
      (2)    Summary of the user's complaint;
      (3)    Synopsis of the acts presented by the Codes Enforcement Officer.
      (4)    The decisions of the Planning Commission with accompanying justification.
       (5)    An interpretation/clarification of any applicable policy, regulation or law.
   (c)    No legal action in the courts of the county, state or federal government shall be initiated by any user until completion of this administrative remedy.
