The Mayor, when he or she deems it necessary, may call a special meeting of the Council by giving its members and the Recorder notice of not less than 12 hours next prior to such meeting, and any two members of the Council, when they deem it necessary, may call such a meeting by giving such notice as aforesaid to the Mayor, Recorder and other members of the Council.
