Any person who is duly registered and otherwise qualified to vote, but who is unable to vote in person at the polls in said election by reason of illness, injury or physical disability, or who is required to be absent from the corporation during the entire time the polls are open in said election, may apply to the Recorder’s office for an absent voter’s ballot.
