§ 30.23 OPENING AND CLOSING POLLS.
   Before any voter is permitted to vote, the Receiving Commissioners of the election shall cause to be proclaimed that such election is open. When the polls are closed, a proclamation must be made of the fact by one of the Receiving Commissioners of the election to the people outside in a loud and audible tone of voice, and after such proclamation is made, no more votes shall be received.
