Any section, subsection, sentence, clause or phrase of this Article or the Code that is held to be unconstitutional or invalid shall not affect the validity of the remaining portions of this Article or the Code, since the Board of Trustees expressly intended to pass each section, subsection, sentence, clause, phrase, and part of this Article or the Code separately and independently or every other part.
