(a) There is hereby created within the Treasury of the City of Los Angeles a Fund, which is known as the “Project Hope in Youth,” referred to in this chapter as the “Fund”.
(b) The Fund shall be administered by the Los Angeles Housing Department or as directed by the City Council.
