All monies received by the City from the State under the provisions of the Streets and Highways Code for the acquisition of real property or interests therein, or the construction, maintenance, or improvement of streets of major importance within the City, other than State highways, as are agreed upon by the State Department of Public Works and the legislative body of the City shall be paid into said fund.
