509.09 DISTURBING THE PEACE OF THE NEIGHBORHOOD.
   (a)   No person shall disturb the peace and quiet of the Village to the annoyance of citizens by the ringing of bells, blowing of horns or by unnecessary outcry in the day or night season, upon the streets, alleys or public grounds in the Village, or upon any private premises, or permit to be made any loud, unnecessary outcry or noise in conducting any kind of business in the streets, alleys, public or private grounds or premises, or cause to be made or continued any excessive, unnecessary or unusually loud noise or any noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others within the limits of the Village.
   (b)   No person shall use, operate or permit to be played, used or operated any radio, musical instrument, phonograph or other machine or device for the producing or reproducing of sound outside the confines of a dwelling or a motor vehicle in a residential area.
   The operation of any such set, instrument, phonograph, machine or device outside the confines of a dwelling or motor vehicle in such a manner as to be plainly audible at a distance of fifty feet from the device shall be prima facie evidence of a violation of this subsection.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
