(a) Each department head is hereby given the authority to prohibit the possession of lighted smoking materials in any form in the buildings and vehicles under his jurisdiction and control.
(b) Each department head shall establish the area or areas of the buildings under his jurisdiction as to where smoking is not permitted and see to the posting of appropriate signs. In addition, each department head may establish a rule as to whether or not smoking shall be permitted in Village vehicles under that department head's jurisdiction.
(c) Once each department head has established the rules and regulations for smoking in buildings and vehicles under his jurisdiction such rules and regulations shall be posted and all employees provided with a copy of the rules.
(d) Once such rules and regulations are established each department head shall be responsible for enforcing the rules and regulations.
(e) A copy of the rules and regulations shall be provided to the Mayor and Council members upon completion.
