(a) Whenever Village employees and/or Village owned equipment is utilized to provide for the cleaning of any street or public thoroughfare within the Village of Lordstown or is responding to hazardous incident outside the Village which has been created by third parties, then a fee shall be charged to the offending party in accordance with Section 311.01, 339.08(a), (b), (c) and 1175.04 (b), (4)E.
(b) The Village shall be reimbursed for the utilization of said employees and/or Village owned equipment as follows, to-wit:
(1) For one man and one piece of equipment ($150.00)/hour or part of hour.
(2) For each additional man ($75.00)/hour or part of hour.
(c) Upon a determination by the Mayor, Chief of Police, or Street Commissioner that an unsafe condition exists (i.e., mud or foreign debris left on Village street or public thoroughfare or creation of a hazardous material spill or chemical spill), Village employees shall be instructed to perform whatever services are necessary to clear and clean the streets and public thoroughfare to an acceptable safe condition.
