(a) Department Heads may purchase goods and services for the Village without first obtaining consent from the appropriate Council Committee provided that such individual purchases do not exceed one thousand dollars ($1,000).
(b) Department Heads have the authority to purchase goods and services as they deem necessary in accordance with their job descriptions that directly relate to the service of the Village provided that such expenditure does not exceed one thousand dollars ($1,000).
(c) Department Heads, however, are required to obtain prior approval from the appropriate Committee of Council before contracting for any purchase or service that exceeds one thousand dollars ($1,000) except in case of an emergency whereby only the approval from the Committee Chairperson would be required; however, such approvals must be signed by the Committee Chairperson.
