343.02 RULES ADOPTED.
   (a)   The Council of the Village of Lordstown does furthermore hereby adopt the rules set forth herein to regulate the operation of under-speed vehicles within the Village limits and in no circumstances other than simply for crossing purposes shall such a vehicle be operated on any street which has a speed limit greater than thirty-five (35) miles per hour.
   (b)   The Village furthermore enacts this chapter pursuant to Ohio Revised Code Section 4511.215, Local Authorization for Operation of Low-Speed, Under-Speed, or Utility Vehicle, or a Mini-Truck, to-wit:
      (1)   Limit the operation of those vehicles on streets and highways having an established speed limit not greater than thirty-five miles per hour.
      (2)   Require the vehicle owner who wishes to operate an under-speed or utility vehicle or mini-truck on the public streets or highways to submit the vehicle to an inspection conducted by the Lordstown Police Department in accordance with inspection requirements established by the Ohio Department of Public Safety under Section 4513.02 of the Ohio Revised Code.
      (3)   Permit the operation of such under-speed vehicles on public streets or highways of only those vehicles that successfully pass the required vehicle inspection, are registered in accordance with Chapter 4503 of the Ohio Revised Code, and are titled in accordance with Chapter 4505 of the Ohio Revised Code.
      (4)   Notify the Director of Public Safety of the authorization for the operation of under-speed or utility vehicles or mini-trucks.
   (c)   The Village Police Department may furthermore establish additional requirements for the operation of under-speed or utility vehicles or mini-trucks on its public streets and highways.
