(a) It is desirable that the residents of the Village of Lordstown be permitted to operate under-speed vehicles on certain streets within the Village.
(b) The operation of under-speed vehicles within the Village of Lordstown shall be a privilege and not a right and therefore will come with rules, regulations and restrictions.
(c) The Chief of Police and the Public Safety and the Police Department Committee recommend that the Council of the Village support the adoption of this chapter.
(d) The Council of the Village of Lordstown concurs with the recommendation of the Chief of Police and the Public Safety and the Police Department Committee and hereby authorizes the operation of under-speed vehicles on certain Village streets in limited circumstances and subject to the rules, regulations and restrictions contained herein.
