139.13 FULL TIME AMBULANCE SERVICE.
   (a)   There is hereby established a Village of Lordstown Ambulance Service ("VOLAS"), within the Village of Lordstown Fire Department ("VOLFD"), to be supported and equipped from appropriations by the Council of the Village of Lordstown and from other contributions. All apparatuses and supplies of the VOLAS shall be purchased with the approval of the Safety Committee of Village Council and the Chief of the Village of Lordstown Fire Department ("Fire Chief') in accordance with municipal purchasing requirements and shall remain the property of the Village of Lordstown. The VOLAS shall be comprised of the Fire Chief, as appointed by the Mayor with the concurrence of Village Council, and such number of subordinate officers and Emergency Medical Technicians ("EMT's) Levels I and II and EMT Level III/Paramedics as may be recommended by the Fire Chief. The VOLAS shall consist of no more than twenty-four (24) part-time employees in addition to the Fire Chief and appointed officers and such paid emergency responders as may be provided for in the annual operating budget of the Village of Lordstown.
   (b)   The Mayor and Village Council shall provide for the operations of the VOLAS in its annual operating budget, together with any funds that may be raised by the VOLFD/VOLAS auxiliary, or by such other group, which may be accepted by the Mayor and Village Council and may be used for purposes designated by the respective contributors. All equipment, materials, supplies, etc. purchased with the contributed funds shall become the property of the Village of Lordstown. The Mayor and Village Council may reject any gift or contribution it deems not to be in the best interest of the Village of Lordstown.
   (c)   The VOLAS shall have as its objectives (1) to prevent the loss of life; (2) to maintain scene presence as directed; (3) to perform such rescue work as its equipment and/or its training of its personnel makes practicable; (4) to provide emergency medical care at the highest level that the equipment and/or training of its personnel makes practicable; (5) to perform the above-listed objectives for those geographic/municipal areas outside of the Village as directed by the Mayor and Village Council; and (6) all other duties as assigned.
   (d)   The Fire Chief shall, under the direction of the Mayor and Village Council, organize the VOLAS, make work assignments to individuals, based on input, suggestions and recommendations from the members of the department, and shall formulate and enforce such regulations and rules as may be necessary for the orderly and efficient operation of the VOLAS.
   (e)   The Clerk of the Village of Lordstown, in cooperation with the Fire Chief, shall prepare the annual VOLFD/VOLAS budget to be approved by the Mayor and Village Council. The Fire Chief shall also keep adequate records of all emergency responses, inspections, apparatus, equipment, personnel and work of the VOLAS and shall submit such written reports to the Mayor and Village Council as required.
   (f)   The Fire Chief, subject to the approval of the Mayor, shall have the authority to suspend or dismiss any member of the VOLAS when he deems such action to be necessary for the good of the department.
   (g)   The Fire Chief shall be fully responsible for the overall supervision of the EMT's and for maintenance of all property and equipment of the VOLAS, under the direction and subject to the requirements of the Mayor and Village Council. Each EMT or officer shall complete all annual training requirements to maintain valid licensure with the State of Ohio. EMT's shall be trained in accordance with the standards of the Ohio Division of Emergency Medical Services (EMS).
   (h)   Personnel and/or equipment of the Village of Lordstown Ambulance Service may be used for forming emergency response operations outside of the Village limits if: (1) in the opinion of the Fire Chief, the emergency response is in close proximity of property owned or located within the Village; (2) if the Mayor and Village Council have developed policies for providing emergency services outside of the Village limits or entered into a contract in a mutual-aid agreement pursuant to the authority of the Ohio Revised Code and applicable Village Ordinances.    (i)   Schedule of Rates and Charges to Other Political Subdivisions.  
      (1)   The Council of the Village of Lordstown hereby establishes the following schedule of rates and charges for emergency medical ambulance service provided to other political subdivisions by the Village of Lordstown:
         Schedule of Rates and Charges
         A.   Response by Basic EMT: $100.00
         B.   Response by Paramedic: $250.00
      (2)   The Village Clerk shall invoice other political subdivisions using emergency medical ambulance service from the Village of Lordstown, which invoices shall be made payable upon receipt.
