No person, other than the duly authorized employees of the Village, shall dispose of any solid waste in the Village collected from any source or by any means whatsoever, except upon premises or other facilities owned, used or provided therefore by the Village. Before so doing, a permit therefore shall be obtained from the Board of Public Affairs.
