The Village, through its duly-authorized employees or agents or other Village- authorized corporations, entities, or firms, shall collect and/or remove garbage and rubbish from all residential dwelling units as hereinafter provided:
(a) The method or procedure to be followed for the collection of garbage and rubbish shall be determined by the Board of Public Affairs.
(b) The type, placement, and services provided for garbage and rubbish containers shall be established by the Board of Public Affairs.
