901.01 RULES AND REGULATIONS.
   The following rules and regulations, including standards and requirements for street and plat improvements and developments in Lordstown, under the supervision of the Street Commissioner and Council, be and the same are herein adopted:
(a)    The developers shall submit full construction drawings and arrange for preconstruction conferences with the Street Commissioner and the appropriate committee of Council before the commencement of work.
(b)    All preliminary drainage and /or permanent drainage construction shall be provided for and completed prior to the actual construction of any road or street.
(c)    All drainage ditches shall be to final grade before installation of pipe.
(d)    All construction drawings shall clearly indicate subgrade and final grade elevations together with offset stakes.
(e)    The excavations for utility lines (water, gas, electric, telephone, cable, oil and storm and sanitary sewers) within the roadway or the crossing of any right of way shall be tamped with acceptable compactor to subgrade.
(f)    All soft or unacceptable areas or sections in the subgrade of any street or road in the process of improvement shall be removed and replaced with material of a quality that meets with the approval of the Street Commissioner.
(g)    Any and all materials used in the development of plats or in the improvement on streets already accepted shall be in accordance with and follow the requirements of the State specifications or the equivalent thereof.
   (h)   Any construction involving a street opening or curb cut shall require a “Street Opening/Curb Cut” permit. (See: Chapter 1177 Planning and Zoning Code.)
