(a) The Police Department has the right to cancel a request for towing services until the time that a called wrecker is hooked onto a vehicle and has completed the process of a hook up. At this stage the tow may be cancelled by the police officer, but a service fee may be charged by the towing company.
(b) Hook up will consist of any of the following:
(1) Connecting chains and/or boom to vehicle and raising wheels off the ground.
(2) Disconnecting transmission shift lever in order to put vehicle in neutral.
