(a) The Chief of Police shall from time to time publish and distribute to licensed towing firms or operators, and make available to applicants, rules and regulations pertaining to licensed towing which shall include but not be limited to procedures for towing and conditions of storage, additional required equipment which should be carried on licensed vehicles to accomplish safe and expeditious service and such other matters as would be in the best interest of the public safety and welfare.
(b) Rules and regulations shall be approved by the Mayor and any additions, deletions or corrections shall first be approved by the Mayor before becoming effective.
