(a) No minor shall loiter in or about any gambling house, house of ill fame or any house where intoxicating liquors are unlawfully kept or sold, or any place of business where intoxicating liquors are kept or sold. No minor shall loiter in or upon any street, sidewalk, lane, alley, public place or public building within the Village. No minor shall loiter or congregate in or on private or public parking lots dedicated to the use and convenience of the public, without a just and reasonable cause for such action.
(b) Whoever violates this section is guilty of a minor misdemeanor.
