It shall be a violation hereof to maintain upon any sign any commercial message except one which advertisies some product, service, activity, event, person, institution or business located on the premises where the sign is located or the sale or rental of such premises. It shall be a violation hereof to maintain any structure formerly used as a sign and not in use for any other purpose for more than 120 days after its use for a sign has ceased.
