(a) There is hereby established a Records Commission in compliance with Ohio R.C. 149.39.
(b) The Records Commission shall be composed of the Mayor, as Chairman, the Chief Fiscal officer of the Village, the Village Solicitor and a citizen to be appointed by the Mayor.
(c) The Commission shall appoint a Secretary, who may or may not be a member of the Commission and who shall serve at the pleasure of the Commission, such Commission is to meet at least once every six months.
