145.02 POWERS AND DUTIES.
   The duties and responsibilities of the Director of Recreation are as follows:
(a)    He shall set rules for the recreation uses, spend moneys within the guidelines established by State law, and the ordinances and resolutions of the Village;
(b)    He shall prepare a recreation program that will be for all ages and involve as many citizens of the Village as possible;
(c)   He shall prepare a budget at the request of the Village Council including as much detail as possible;
(d)    Upon approval of the recreation budget by appropriation he shall prepare a purchase order for all material or services ordered. Purchases over five thousand dollars ($5,000) shall be placed for bids according to law;
(e)    He shall meet once a month with the Supervisor of the Building and Grounds and the Chairman of the Building and Grounds Committee;
(f)    At the monthly meeting, all bills to be paid shall be approved and signed by the Director, Supervisor or the Chairman of Buildings and Grounds;
(g)    A monthly report of activities shall be made to Council at the first meeting each month. Special reports may be requested by either the Mayor or Council;
(h)    All sports and recreation will be under the direction of the Recreation Director, however he/she may have subcommittees, to advise on various portions of the program after approval by the Mayor. Each subcommittee shall have a list of regulations and responsibilities drawn by the Director of Recreation and approved by the Mayor and Council;
(i)    All employees of the recreation program, such as maintenance, play leaders, etc., may have their rate or compensation set by Council and the appointments will be made by the Mayor after recommendations by the Recreation Director;
(j )    He shall incorporate and control the current sports recreation program and equipment;
(k)    He shall perform all other duties as assigned by the Mayor and Council;
(1)    He may also serve as an instructor if needed in various programs.
