133.01 DRAFTING LEGISLATION.
   (a)    Prior to any request to the Solicitor to draft an ordinance to be placed on the agenda such ordinance must be approved by a majority of the committee which has responsibility for such issue or in the case of an emergency by the committee chairman for the committee.
   (b)    The only exception to this section would be in any situation where any three members of Council request that a piece of legislation be drafted to be put on the agenda and that piece of legislation will be designated as legislation from Council as a whole.
   (c)    Whenever legislation is introduced, the member of Council requesting such ordinance shall have their last name placed on the ordinance directly below their “Committee” name, or below “Council as a Whole”. The committee chairman shall be responsible for giving the clerk the names that are to appear on the ordered legislation.
