1351.07 INSPECTION AND ENFORCEMENT.
   (a)    The Planning and Zoning Administrator is authorized to make or cause to be made an external inspection of all buildings or premises used for residential purposes and all secondary or appurtenant structures, upon the filing of a complaint or an obvious violation of these regulations, to determine whether such structures or premises conform to the provisions
of this Code.
   (b)    When a property owner denies the Planning and Zoning Administrator entry onto his property for the purpose of making external inspection, the Planning and Zoning Administrator may obtain a search warrant pursuant to constitutional guidelines in order to gain access to such property.
   (c)    Nothing contained in this section shall limit the right of immediate entry by the Planning and Zoning Administrator onto any property in the Village of Lordstown when he determines that an emergency exists.
